Professor Bowring is a Barrister and academic with research experience in Russia, Eastern and Central Europe. He is fluent in Russian and focuses on issues relating to human rights, minority rights, education policy, law reform, judicial reform, and reform of the penitentiary system. In 2003, he founded (and now chairs) the European Human Rights Advocacy Centre (EHRAC), advising Russian, Southern Caucasian and Ukrainian NGOs, and organized various training seminars in Azerbaijan in 2010 for local human rights NGOs. He has acted as an expert witness in various cases.
